ADDITIONAL REQUIREMENTS FOR EXPORT SALES (MOZAMBIQUE) Foreign Buyers and Export Compliance: In addition to the above terms, all buyers intending to export goods from Mozambique or import them into South Africa must comply with the following requirements:
1. Mozambique Export Requirements Buyers must obtain or provide: * A Commercial Invoice and Packing List. * An Export Permit (if required by Mozambican authorities). * A Certificate of Origin to qualify for SADC benefits (zero-rated tariffs). * Payment of any applicable export duties (if imposed).
2. Mozambique Import VAT & Duties * 17% VAT will be levied on the customs value of the goods (CIF – Cost, Insurance, Freight). * VAT-registered businesses may claim this as input VAT on SARS VAT returns. * Customs Duties may apply if the goods do not meet SADC origin rules.
3. SADC Tariff Exemptions Zero-rated tariffs under the SADC Protocol will only apply if: * The steel originates from Mozambique and meets SADC Rules of Origin. * A valid SADC Certificate of Origin is presented upon import into South Africa.
4. Transport & Border Documentation Buyers must ensure that they or their freight agent provide: * Bill of Lading/Waybill * Import Permit * SARS Customs Client Number * SADC Customs Forms for clearance at both Mozambican and South African borders.
5. Product Classification & HS Code * It is the Buyer’s responsibility to provide a complete description of the items, including material type, quantity, dimensions, and intended use, in order to determine the correct HS (tariff) code for customs purposes. * Failure to meet these requirements may result in customs delays, additional duties, or VAT liabilities at the Buyer’s expense.
